According to gameinformer, they haven't cut spells, they've simply merged different types. Dragons were once common all across Tamriel, but were banished by the Dragonborn. The Elder Scrolls contain a prophecy telling of the dragons' return. I mean, I'm pretty sure the only dragons in the elder scrolls universe were native to the land of Akavir, some 3000 kilometers to the East. Even the imperial gods are based off Akaviri lore. Much as I love dragons, i'm a little skeptical about their inclusion in the latest Skyrim and feel as if Bethesda are clutching at straws.
Well, that or listening to all the fans who wanted to see dragons. Pbffft! Thats silly...
