Another factor to the Fallout Universe is that nobody knows what the world outside the states is like. It would be a huge change to the series to be set elsewhere, but I feel that the games' setting is starting to get a bit stale in the USA.
Seriously, look up sattelite states and say that again.
OT: whil i agree it might be difficult to retain the fallout feel somewhere else in the world, i'd like to see some more actual postapocalyptic civilisations. new vegas had the legion but they were just'the evil faction'. it'd be great if they introduced some factions with more interesting conflicts than evil slavers/fascists vs. NCR/brotherhood
