So improving one part of the game means less resources to improving other parts of the game. Limited budget, limited resources. Doing something, means it is out of everything else. Working within limiting constraints is a balancing act between allocating enough resources to parts that need them, more than is needed to parts that you want to shine and less to parts you think you can get away with as less than sparkly.
