I've seen my fair share of anime and cartoons in general and I think I'm with the camp that says it doesn't seem awful. Like yeah, the animation definitely isn't to my taste, but it seems clear that it's a style choice. WHY the choice was made I'm not entirely sure but there's probably a logic to the madness somewhere, even if it's not entirely apparent in the show itself.
It strikes me by and large as one of those artsy things, like if you were to ask the director: "DEAR GOD, WHY?!!?!" he'd have some comment about how it was made intentionally this way to reflect on how these characters could be any one of us, blah blah blah. I'm not sure how weird the manga gets or what but I just get that kind of "I'm high on my own creativity" kinda vibe from the art-style that makes me think that kind of an explanation would be offered.
Although if it WAS made, as has been suggested, to drive people towards the manga, props to the creator. Even if it doesn't work that's a risk that takes some balls. Although if that WERE the case I'd imagine it would have to take a pretty damn good story to make people WANT to switch. Dunno if this has that.
