No, whoever shoots first is not guaranteed to win a BR duel, as the other player can move to avoid headshots, and take headshots himself, thus winning. In an AR duel, there is no dodging to be done, he has been shot first and will always die unless the other player is so stupid he didn't reload first.
The AR is the cheap way to get kills, as it does not require any aiming skill at all. The BR involves aiming skill, and so is of less use to the unskilled player. The AR can be used with discipline, I agree, but the BR is a weapon of disciplined aiming.

Yes, whoever shoots first IS guaranteed to win a BR duel, as the cooldown between shots can stop you short to re-aquire a target and thus continuelessly and flawlessly hit the target, whereas in an AR duel, if your target moves, you've just wasted 5 or 6 bullets, and you need to come up with a new plan REAL fast, or die.
While not requiring as much aiming skill as the BR at CLOSE range (Though the lazy bastards who usually use the BR most of the time know enough to keep their cowardly asses out of the close combat areas so they can get easy kills), the Assault Rifle does require a lot more than the BR at medium range, and does require quite a bit more discipline and tact to use.
You are quite quickly getting on my nerves, and I REALLY do not want to keep pointing out the obvious to you.
Addmittedly, my low K/D in H3 does cast a shadow on all of my points, however, I should note that Halo 3 was the first console shooter I playe, and I was still transitioning from PC controls to Console controls at the time. However, that still doesn't change the facts about the weapons. One does not need to be the master of all weapons to simply point out what a gun can and can't do.

If you pick up any of the volcano snipers towards the end you might find them pretty effective. I could usually down an enemy in one shot, and they always caught fire. I loved the idea of the hunter with SR subclass, for the fluff of the concept and because hell, I could, in theory, one or two hit kill and pick off dudes from across the desert before they could reach me to beat my head in. a sound strategy.
I then realized that unless you score a headshot, you could spend an entire clip trying to kill one dude, and scoring a headshot was next to impossible because the area of affect (idk the technical term) was so tiny it was equivalent to hitting a pinhead with a fucking dart at range. My character was about as useful to the party as Navi.
OT: Ratchet & Clank 2: the Clank backpack laser thing. You get it so late, and it does so little damage. The Tesla Shield and mini turrets were also passive weapons that did more dps by a long shot.
In Halo Reach, the needler is one of my top weapons precisely *because* I never needed to aim. Once an enemy is out in the open, fire roughly 5 shots to get his shield down, then 8 to 'splode him. It's so effective it's scary. I'd pull of double kills by releasing the mist at someone, then as the shots tracked the first guy, I'd whip out my other gun and kill a second guy. If you can aim, there is no use for the Needler. And every time Bungie released a new Halo, they said "We changed the Needler so it's useful now!" and it never was.
