I think this is actually a game called Out Of Order, https://en.wikipedia.org/wiki/Out_of_Order_(video_game). I just spent like 30 minutes hunting it down for my wife which led me to this thread. This game has been in the back of my mind for years. My grandma got me into PC gaming around 1994. So I would have played this game at her house sometime around 1994-2001 (The game may have released before those years though I don't know).
-I feel like it had to be a dos game or I may have played it on her Windows 3.1 computer. I feel like it was pre Win95 but I guess it could have been after.
-The game was of the "on rail shooter" genre.
-It was in a futuristic setting.
-I think you were a subway/railway conductor
-It was like a first person view from inside the train and you would just shoot at incoming enemies/projectiles. There may have been police drones flying around and other various "futuristic" enemies that would hover outside the train that you had to shoot.
-I think the levels had areas where you would shoot enemies out in the open and other parts where you are in train tunnels shooting enemies.
-I feel like at certain moments an enemy conductor/officer would pop up in the corner of the screen and taunt/yell at you.
I don't really remember the premise of the game. I feel like you might have been hauling illegal cargo or something and people were out to stop you. The words "metro" or "subway" come to my mind but I'm not positive they were in the title of the game or not.

Maybe there was an enemy early on that they would show, and I feel like he was kind a loud mouth, overweight, grimey looking guy. Who you inevitably blew up.
