About the game.
I do not remember how it started or what an aim or story was like. But it definitely was a strategy game. First of all you could choose your character. I do not remember exactly the number of different characters? but here goes the first distinctive point. I played a humanoid that could create of his blood some sort of allay soldier (homunculus or something like that). To create one the character sacrifised a part of his health, so you could not create a numerous army. Somewhy, you had to conquer planets. Every "level" you were showen a planet map and were allowed to choose one of the planets situated nearby. Some planets were unhabitant, and some were ruled by intelligent creatures and than you were given a need of dialog with different questions and answers, depending on your character's stats (like charisma, intellegence and so on). Some times you could conclude with peace treaty, some times induce to surrender, some times declare war and so on. All intelligent beings had one of the lasses you chose of at the start of the game. So every time you battle with another AI character. During the battle you came down to the planet surface and lead your army conquer one... well... let's call it "dot" (it's appearance was similar to a column or a pillar), located on perimeter and then the boss of the planet. You could go straight to the boss but then he would be stronger. The battle was not turn-based if I remember right.
Well, it is actually all I remember. You could increase your character's stat, gain new skill or make spells stronger and so on. And...
I may be mistaken but it seems to me there were some limitations on relocations and something else.
I played on WinXP but in compatibility mode with W98. Not sure. It was too long ago. May be on Win98... The graphic seemed to me very nice for those times. And the very game seemed rather hard.
I hope somebody will remember that game too.

Sounds A LOT like the Master of Orion series. 1 or 2. Three didn't come out till 2003
