Maybe turning up the sensetivity on the controller when using the soldier on consoles might be easier for people. if you can turn faster you can get your targeting reticle ahead of your opponent instead of lagging behind until you die.
Actually, it doesn't take 5 seconds to turn around. I can turn around in under a second. I might have changed it way back when I first started playing, because I think I rememeber not being able to move my reticle fast enough to track down a moving player.
I find the soldier is extremely useful, and I've only played on the Xbox. I can easily hit people, and I haven't had a problem with slow fire. My main problem with soldiers is the small magazines. It's pretty easy to fight one-on-one since all you need to do is fight in closer quarters. It becomes pretty difficult to dodge a rocket when you're so close, and most players will try and fight. If they move out of the way, I see which way they are moving and shoot in that direction. If they run away, they'll probably try zig-zagging. Turns out, that doesn't work when I simply shoot in direction instead of following them, so they get blown into pieces.
I don't tend to fight in open space because I know my class limits. With the limits of maps, the most common time I run into open space is in Dustbowl Round 2. If they try to fight in open space, I start firing to get them out of my way and move on to the point. If he tries coming after me, I can simply wheel around and start firing again. Just start going off in their direction and see where they are going. Making a wall of explosions can get me a kill, or at least hamper their movement. By then, I'm in the tunnel reloading or pulling out my shovel to finish them off.
Open space is a soldier's weakness, so you just need to play to your strengths. If you happen to be one of those magical soldiers good at fighting in open space, this might not be a problem. Pick a battle style appropriate for both your class AND your own strengths.

They have the power and range of a Sniper
Health and defenses of a heavy - minus 100 health (well they cant be too OP)
They never have an OH-SHI- situation - they can spam rocket there way out of everything
The only dis-advantage they have is the slow rockets.
They may have the range, but they don't have a scope to help them. If they shoot from long range, you can easily move out of the way. They have the health (I didn't know classes have defense; this is new to me) of 200, which is only a margin more than a Pyro or Demoman, who can ALSO spam their weapon out of situations. The disadvantage is that they are slow themselves, and can't move quickly. They also have really small magazines, so if you can move out of the way of a few rockets, they're screwed. And if you're in close quarters, I'll remind you that a Demoman grenade spam is just about as bad, since they can move faster and their grenades do more damage.
