18 years ago, there was a occurrence involving abnormal weather formations that spread over much of the world. After the formations passed in some people unique changes began to occur, such as powers, enhancements, the occurrence effected some kinds of weapons too giving them sentience and power.
Now in the present (read as 2015), the "Changed" are fairly common to talk about but mysterious enough that people don't particularly understand them. Usually people who have powers use them for self and don't really put much thought into saving the world or dominating it, rather just living their everyday lives, but of course not everybody is happy with mundane.
(With there being roughly 15,000 Changed in the world when monitored two years ago by the PRACC - Protective Reinforcement Allying Changed Civilians.)
For every 500 changed, happy with the mundane, there are extremists for both sides of the spectrum, trying to protect and dominate the world.
But recently it seems that Changed are starting to dwindle or lose numbers. Many of which are disappearing suddenly.
With new protocol in place under the PRACC involving the protection, rehabilitation for "less public-safe" Changed and giving as much help to them as possible. Groups are of them are being rounded up and sent to a unknown facility to live until a later date first starting five years ago and ongoing since then.
It's unknown what it's like in the facility nor who runs the facility. They seem to have a collective knowledge of the pasts of most of the Changed and it's very rare for them not to know anything about anyone admitted.
The facility itself as seen from outside is a large dome, taking up the space of a small city, inside is a residential area, a leisure/business area (money is unneeded and the Changed are catered to by the PRACC, fresh produce is imported on a three-day basis via the entrance that is restricted to residents of the facility) and a restricted monitoring facility for PRACC employees. Also including a medical centre and detention hall.
The dome provides artificial sunlight and a day/night cycle, the place has been sealed and is seemingly been made impervious to accommodate any of it's residents that would try to leave.
The Changed are by law made to stay there and any attempts to leave will be taken as a crime and will be detained shortly after for a short time.
It is encouraged to use their skills as necessary as they deem it personally, though any person seen using their abilities on others will be sent to be detained.
Residential Area:
Semi-large area to the West, there are apartment blocks slightly closer to the leisure/business area but most live in the suburbanized location. The majority come to the facility alone due to the lack of families being Changed, so most homes contain one or two bedrooms, one bathroom, a small kitchen area and living room. Moderately well furnished with alterations allowed, along with necessary changes for those with more difficult enhancements such as flammable skin.
Central district:
Located in the centre of the facility is the leisure and business centre including:
- Two grocery providers
- Large artificial park
- A library
- Several specialist stores and clothing providers. (Books, CDs, DVDs- All up to times with release dates outside plus any specialist orders will usually be catered to if inquired about)(Different clothing providers that usually change out every now and then to keep some variation)
- Cinema
- Arcade
- Karaoke Bar / Regular Bar
- High standard gym and swimming baths
- Monitored shooting ranges/ Practice areas/ Sparring areas
- An open college where there Changed can study academia or even teach others
- Several specialized delis and food establishments are new additions
- Occasional events held by PRACC
The PRACC make it high on their list to make sure the residents of the facility feel a sense of normality while living there. Thus working their hardest to give it the feel of a regular small town, which they succeeded in doing.
Restricted Area:
To the East is where the employees of the PRACC live and work, it is also a monitoring facility, though little is known what is done there. The area is completely restricted from being entered by anyone without clearance and is under constant guard. Through the gates there seems to be a fairly large tower with smaller towers surrounding it.
Detention:
To the North is the detention area housing those who are being rehabilitated or have caused trouble. Notorious for it's ability to keep those with the most impractical powersets in place. Little is known about this place.
Medical:
Finally to the South is the large medical hall where trained PRACC professionals offer free treatment and physicals to all residents. Mandatory check-ups are necessary but other than that, can easily be described as a big hospital. Repairs and maintenance for those with artificial or robotic needs are also provided.
(The RP will involve one of the groups of final Changed taken in a later sweep, all alignments are taken but evil alignment will be taken to a different area at first.)

Standard superhuman/superpower fair, the sky is the limit outside of a few obvious exceptions that I'll put here for sake of ease (Instantaneous death/Powers that drastically control other PCs -possible exceptions because of the abundance of NPCs that there will be access to-/Powers that can only be described "A God Am I", i.e: Invulnerable, completely immortal, full arsenal, etc).
Although these are guidelines, I'll check over sheets to make sure that the line for OP isn't crossed too much.
Anyway, standard RP courtesy and rule of thumb applies,
No God Modding, No controlling other characters (unless authorized by the owner of said character), No Mary Sue-ing, have fun.
No deadline for sheets as of yet because of Christmas period, but we should get started sooner rather than later.

The... Incident, for lack of a better word for it. Has this caused extreme genetic mutations in some humans? Say, for example: differently coloured skin, shapeshifting or things that don't fit the standard human shape, like wings or a tail?
In some cases, the Changed vary between severely mutated to simply being a little faster and stronger. But it's not outlandish to say that any of those things can't be allowed. The first two I certainly don't think I have a problem with, though shapeshifting would have to become a main power. But, I will say that the most "out-there" the character designs, there might be some difficulty with compatibility but I'm allowing a lot to happen so I'm running it on a sheet-by-sheet basis.
Are there more of these facilities that accommodate the Changed? Or just the one?
The facility was meant to be a prototype for other facilities and it's assumed that there are other smaller facilities in the world, that's assumed as to how the population is controlled in the facility the RP is set in, it's a possible plot point, so that's all the information I can give.

By law, even the less public-safe Changed are to be contained, for reasons such as their own safety from being sought out by less safe Changed or even the public. The detention centre is mainly for those who are not public-safe where PRACC hopes to rehabilitate them, while the rest of the facility is mainly intended for use by "safe" Changed to live their lives while being studied.
How does this mysterious organisation know who is and isn't a Changed? Do they have some sort of tracking mechanism, or possibly a Changed who can find others like them?
Ah, this is indeed a plot point and at this early point in the story it's unknown how they know so much about the Changed nor how they find them so efficiently. It seems that even the most underground and hidden from public cases can't be overlooked.
Why is it a law that the Changed must stay within the facility?
This can be a two-part answer, for one, it's a plot point so I can't tell too much, but what I can tell you is that a combination of Changed numbers dropping for mysterious reasons, lack of knowledge about the Changed and their situation, pressure from civilians and violent/uncontainable situations brought on in the past led to the final decision that for their sake and for the sake of those unaltered, the facility would be the most humane answer that would benefit everyone (aside from the high number of Changed who protested the plan but were easily outvoted and the fact there's still some debate going on about whether it's too late to disband the project).
You say that some powers are banned, but how powerful can powers get exactly?
The options are many smaller enhancements that make up for lack of a more powerful enhancements, Or you have one really powerful power. Or anything in between. I'm interested to see what people come up with, pretty much stick with "If I can kill someone instantly with this, I might need to tone this down".
If dead-set on a slightly more OP powerset, penalties can be arranged to bring the OPness down.
About accommodation for Changed. Everyone gets their own little house or apartment, right? Do they have all the usual things that ordinary humans would have? For example, TV or internet access?
That's a fairly recent addition to the facility but yes, they now have access to TV and internet though both are slightly unstable, connection wise and limited choice for the TV.
But things such as kitchen appliances and everyday modernities like that are available and provided.
