Anyone who vehemently speaks their mind around people they have no romantic/sexual interest in and then immediately drops their principles and hides their true feelings on the matter the moment they're faced with attractive, potential suitor's in the hopes ingratiating themselves with the guy/girl/intermediate just for the sake of companionship further down the line, comes across as extremely fickle.

She's abandoning her convictions to ingratiate herself with one group of people in spite of committing a certain action, while deriding/lecturing another group of people for committing the same action. This is also something the 'why do women only date jerks?' crowd seems to overlook, men are perfectly capable of being just shallow and or disingenuous as (in fact I would argue more so than) women. Perhaps I'm going far off topic with that, but just wanted to establish that kind thing isn't unique to either gender and to the OP I would say; the girl is a tool, don't worry, forget about her, but also don't use that one person as some kind of representation for the behaviour patterns for an entire gender. Anyway, getting more to general topic at hand; tits. OP, look dude, I don't know if there exists some kind stigma about oggling some girls funbags being necessarily more offensive than eyeing up any other part of her body, but I would imagine most women would take umbrage with you outright leering at any part of her body for an extended period of time. Whether it be jock or nerd who's doing it, staring at someone like that is more likely than not going to creep them out, being well built generally isn't going to net you a free pass, it's the behaviour not the person doing it that people find dodgy/unnerving. Perhaps it's that eyefucking someone's cleavage is more conspicuous than eyeing up their legs or whatever, but in any case you shouldn't be doing something that's going to make them feel uncomfortable. Sure, everyone takes quick glances when checking someone out, but for the love of the maker, be subtle about it, don't give prolonged gazes and bloody salivate over them. As for the grand scheme of things and representation in media, well many (keeping vague so as not to generalise) guys kind of have a fixation with breasts and for many women this can be a source of insecurity. So when you have female characters, whether they be animated or live action all ridiculously stacked while being super skinny as well, landing themselves in obsequious and totally impracticle poses it becomes rather immediately obvious what demographic they're pandering towards. In the grand scheme of things, I guess my only answer for why there is such a fixation with breasts in the media and what have you is that they are the most conspicuous aspect of the female form and the easiest to exploit to spike up male viewership (I...think that's a word...) but I seriously doubt it's that much more offensive than objectifying any other body part. At any rate OP, that double standard isn't exclusive to either gender and it's the staring that's creepy regardless of whether it's the tits, ass or legs your vision is fixed upon. That's my belated two cents at least.

I hear that the face is on the same side of a girl's body as her breasts, so presumably they notice more when we stare at them.

I have never looked up far enough to see this so-called, "Female Face".

Also, I'd imagine it's a rough equivalent to penis envy.

Well you can stick the whole high pressure surrounding boobs on "supply and demand", the demand is high and supply very low, which puts a lot of pressure on the owners.
They want you to want them and yet keep you at bay, it's just not easy to keep up all that social drama :p

As for your exact situation, the girl wanted to strike up a conversation, sure she was a bit on edge because that picture put her own assets to shame, but she was looking for contact none the less.
And since you didn't reciprocate she scampered off to find new play mates, who incidentally were admiring ladies she can compete with.

This assumes, of course, that the gentleman in question wants anything to do with this woman in the first place, which isn't exactly a given. I mean, she's opened a conversation with a criticism, which, even if meant in a teasing way (which I'm admittedly finding quite doubtful), has obviously not come across that way for whatever reason. Offending someone is not really a good opening move in any social situation. Anyway, all this is rather besides the point. If he had wanted advice on getting a girl, or even just interacting with them, he would have asked for it. That's not what he asked however.

OT: Yes, the way breasts are over-sexualized and sensationalized makes a lot of girls sensitive about them, especially if they themselves are lacking in that area. It's just part of the culture we live in, and one of the more exaggerated aspects of the near-unattainable kinds of bodies many people idealize. I can at least understand where she was coming from, although to simply throw that at a random stranger is a little presumptuous and likely to offend. My girlfriend happens to be flat-chested, and she's pretty insecure about that fact, despite my protests that I love her body the way it is, and she tends to be bothered by the amount of attention breasts are given. It's just another mine in the minefield that is interaction between the sexes.
