I keep seeing this sentiment, and I just don't understand how it's a bad deal for the US here. Even if there are probably others held up, she was still a bit famous enough for it to make the news at least (for whatever that's worth). Plus, now the US can go around and say that Russia held one of our national sport athletes on trumped up charges for the sole purpose of organizing a trade for a black market arms dealer.

Which, on the flip side, what is Russia really getting here? He's been in American custody for over a decade now, even if he had some sort of hidden bunker where he's been hiding all of Russia's T-90s (which is funny enough in and of itself), it's all either a big rusted heap on the ground, or his partners sold them all off when he got arrested. Besides, he wasn't sprung out of the kindness of poutine's heart, it's because he is the symbol of why airsoft players and milsim LARPers are better equipped than most of the Russian armed forces. Once they get everything they can about the others that helped him (you know, contacts from about 15 years ago), he's either getting sent straight to the frontlines to hunt for landmines with a hammer, or he's going for a tour to see all the new windows and staircases that have been built around the kremlin since he's been in prison.
The US could go around saying "that Russia held one of our national sport athletes on trumped up charges for the sole purpose of organizing a trade for a black market arms dealer" before the deal went trough, but now that the deal has gone trough Russia can say America will compromise on justice in exchange for kidnapping random people who are really not that famous (here's the google trend, essentially unknown before she was arrested https://trends.google.com/trends/explore?geo=US&q=Brittney Griner), other autocrat are sure to take notice. Ultimately I don't know why Russia wanted him back, but they apparently did so that's reason enough not to return him.

Wonder if the US wanted to release him for their own reasons anyway. Someone has to arrange the gun running, after all.

It's a PR thing. Bout won't really be able to get back into arms trafficking, because all the intelligence agencies around the world know who he is and can watch his movements.

But one of the white supremacists he'd been incarcerated with has said that Bout kept a picture of Putin in his cell, and had recently been talking about how Ukraine shouldn't exist. Putin can bring him home, organise a sort of hero's welcome, and then those nationalist/imperialist views get more free airtime.

The neo-Nazi paramilitary Task Force Rusich has asked its members to provide border intelligence on Latvia, Estonia and Lithuania.

Rusich recently made the news for issuing a Telegram instruction to torture prisoners of war, including by removing body parts. They have been deployed by the Russian government in both Ukraine and Syria, but don't seem to be quite as widely used as the broader Wagner Group, which has been deployed to 6 or 7 conflicts/insurgencies around the world, mostly in Africa.

I'm not completely certain, but I think it's related to how white-and-red together evoke the English flag. The English flag doesn't have the same popular usage as the US or Union flag, except during football tournaments, and has become (to some extent) associated with English nationalism. Sometimes fairly, and sometimes unfairly.
All of that's moot until the English flag gets something as cool as the Welsh flag.

Okay, what exactly is a paramilitary task force, legally, and why is it different to official russian military?

"Task Force" is just part of the group's name, rather than an official/technical designation.

Task Force Rusich is usually described as a contingent of Wagner Group. Wagner Group is a private military company (effectively paid mercenaries), though it is trained in Russian military bases and fights on behalf of the Russian government.

By relying on a PMC, the Russian government can allow a portion of its forces to commit war crimes and then claim it is not responsible for their actions (it denies any relationship with Wagner, and insists mercenary companies are banned in Russia, even though Wagner has a military tech centre in St. Petersburg).

It's all about deniability. Not even plausible deniability. Just the pretence.

The US and Russia have completed their prisoner exchange.

Russia returned Brittney Griner, a WNBA player who had been sentenced to 9 years in Russia for bringing cannabis oil cartridges into the country.

The US returned Viktor Bout, an arms trafficker who had been sentenced to 25 years (12 of which have already been served). Bout trafficked weaponry to a lot of different groups, including the Taliban, Charles Taylor, FARC, and American military contractors in Iraq.
Update: Viktor Bout has joined LDPR ("Liberal Democratic Party of Russia"), a far-right and openly imperialist party. LDPR is one of the parties that is officially "opposition" but receives almost all of its funding from the government, and doesn't oppose the ruling party.

He's also stated that he "wholeheartedly" supports the war on Ukraine and would volunteer to fight there... if he could.
