It's pretty easy, whoever feels like writing it. Since anonymous has no structure, it just adheres to some sort of 'hive mind' if you will. They got his SSN probably by doing a skip trace after they got enough information. It's a technique debt collectors use to follow where you go and to see what you own. And if a SSN is compromised, the IRS can issue you a new number (I think it's the IRS anyways).
