Because they were boring and felt like they were just there to get the MCU ball rolling on its way to Avengers. Come think of it, it felt the same way with Iron Man 2 - boring, uninspired movie. Thor 2 and Cap 2 were better but still felt like "tent pole" movies. The ones I can safely say have a heart of their own, whether you like them or not, are Iron Man, Iron Man 3 and Captain America: First Avenger. that's how companies work though. You can't make something and not think of making more later on, that's how comics have always been. Every comic drops enough hints and possibilities to create more, these movies are made much like comic books are made, which is why so many of us love them. I need to be convinced first this is a story they wanted to tell, fueled by an original idea. Not just some company following a 20-year business plan.
I'm not that big a fan of "company movies" and their holding pattern philosophy, but that doesn't mean they can't get good, inspired, stand-alone films like the ones I mentioned above. On the other hand, this whole "movie five of phase two should be dark and gritty because it's also movie two of a trilogy within a trilogy"... meh, whatever. comic books work in arcs, they build an arc and as it runs (usually 5 or 6 issues) hints are drop about other possibilities. These possibilities are then explored in other arcs or other books until the eventual big summer event.
