From what i have read (though it did get a little dry after the first 3 pages so i may have skimmed over it a bit) the proposition will result in harsher punishments for selling age rated games to a minor. The above regions represent a not-insignificantly larger market than the USA and games are still made for and sold in these regions that are restricted (with the aforementioned exception)
if i am wrong then it's my own fault but however severe the impact will be i doubt it will pass. Congress will take in the potential (very negative) impact on the current, and very fragile, economic situation. They may not understand interactive entertainment but they aren't really that stupid (it's not like they're bankers after all)
