They could be using a dynamic AI director, in the vein of Left 4 Dead, in order to dynamically change maps. They could be doing realistic bullet detection with regards to materials, angles and anatomy(eg. bone and organs,) including ricochets. They could have a few large pre-rendered videos. Just becomes something is a focused narrative(with multiplayer) doesn't mean it magically has to be smaller. Theres plenty of things to do HD space.
I mean Infinity Ward is the developer who realistically portrayed every aspect of zero gravity in the mission Turbulence, including each individual cartridge ejected from your gun and the gun clip on reload floating in the air. They are quite dedicated to making each individual aspect of the game an absolutely perfect reflection of reality.

It's made for the new, more powerful console generation and everything is super detailed. You have realistic dog fur and everything. Previously the PC version would maybe have hi-res textures but since the PC master race is fairly small, they didn't work very hard to utilise the PC's power. But the next gen consoles are as good as most PCs, so they utilise the PC's power by default.
