From what I've read of the Dark Heresy materials, lower ranks of the Inquisition (Acolytes) don't get to burn worlds. They function as field agents and generally are closer to the standard RPG adventurers, getting sent on a variety of assignments by the Inquisition. They come from any number of backgrounds, from Psykers, Rogues to Imperial Guardsmen. It's basically a perfect RPG setup (hence why it was made into a TT RPG

Indeed, acolytes don't have that kind of personal power, but once you reach the end of your career path as an acolyte you actually
can become a bearer of the seal in Dark Heresy, via the Ascension rulebook, which has rules for Inquisitors and other Throne Agents of import (my favorite is the Vindicare Temple Assassin ascended path). Which would be problematic in an MMO, so they'd probably want to avoid that; wouldn't stop players from complaining about how they can't be inquisitors, but at least they won't be consigning planets to the flame.
