They should just add bots, or the next time someone kills a member of the team with fewer members they get swapped to the other team.
I would think it would be very difficult to determine someone who is just rage quitting and someone who has something pressing to do right at that moment. This just seems disastrous.

If not(Which I'd be surprized if it actually was Blizzard's plan.) hopefully the "Quiting to much bans" will be temporary. like day-1 4 quits=fine day-2 3 quits=ok day-3 1 quit= 8th quit this weak a warning apon reactivating multipler warning of 3 more quits this week before 2 day removal or something or 10 times in one day. gets you a week long ban or something repeat offenders get extended times.
Becuase if they don't consider connection lost a form of quiting it could become the new way to do it they'd just have to pull the cord/turn off the system or unplug the router and etc.
It's a 15 - 30 minute band for HABITUAL QUITTING!

Rage quitting or not, this is bullshit. There is virtually no way of differentiating people who genuinely quit for legitimate reasons and those who quit just to irritate people. Such a system should most certainly not implemented.
